Well if you want a new game, you need to manually delete your save data, which is located in "My Documents -> Capcom" folder. This guy got it right. Just find your way back to the Mission Menu, and select Human instead or somethin'. Thats not a "new" game. That just puts you back at mission 1.

I want to play this game on my 144hz G-sync monitor (maximum of 144fps), but I don't know if Capcom locked this Special Edition to 60fps like how it's set on consoles.
